As the minimum number of participants nears, the following outlines the preliminary step to the campaign:
1. Rules evaluation and discussion 2. Selection of Leaders 3. Commander battles - Leaders to evaluate potential skills 4. Commander selection 5. Nationality draw - Leaders assigned a nation to serve 6. Initial Orders received from Higher Commands, to include BPV 7. Leaders and Commanders determine ship builds and load-outs 8. Leaders assign fleets 9. Leaders order fleets to operational areas (Turn 0) 10. Final Orders received from Higher Commands 11. Turn 1 begins

Explanations:
2. See Leader Selection Thread
3. Commander Battles - my vision for this would consist of all the participants getting together, having some flying time, Leaders can fly, see, determine their draft order, and etc.
4. Commander Selections - Leaders will submit their "Draft Order." Moderator would use the draft order to place commanders on a Triangle Task Force. Task Forces posted. Order of Draft determine by rankings.
5. Nationality Draw - three objects placed in hat, random draw occurs, first draw assigned to #1 Leader, etc

From this point forward, the pace depends on the participants' actions.
